Emergency Operations Plan
RCC's Emergency Operations Plan (EOP) provides guidance for responding to emergencies that may occur on college property. The plan addresses situations such as:
- Fires
- Earthquakes
- Hazardous materials incidents
- Bomb threats
- Civil disturbances
- Flooding
- Power outages
- Active threat situations
The Emergency Operations Plan helps faculty, staff, and students make informed decisions during emergency situations.
A public version of the Emergency Operations Plan is available for review.
Be Prepared
All students, faculty and staff play a role in campus safety.
Before an emergency:
- Review the Emergency Operations Plan.
- Know emergency phone numbers.
- Learn evacuation routes posted in each building.
- Identify locations of emergency equipment.
- Review the “How to Respond to an Emergency” poster in your building.

Continuity of Operations
RCC maintains a Continuity of Operations Plan (COOP) to help ensure essential college functions can continue during and after emergencies or significant disruptions. The plan supports continuity of critical services, leadership, and operations while the college responds to and recovers from an incident.
