Foundation Board

Randy Weber, Ed.D., became RCC president in July 2022. Before joining RCC, he served as Executive Vice President and Chief Student Success & Strategy Officer at Johnson County Community College in Overland Park, Kansas, from 2015 to 2022.

Weber is an Aspen Presidential Fellow and earned a doctorate in education from Baker University. He also holds a master’s degree, a bachelor’s degree and an associate degree from Kansas institutions, including the University of Kansas and Barton County Community College.

His career spans leadership roles in enrollment services, student affairs and institutional planning across rural, suburban and urban community colleges. He has expertise in strategic planning, accreditation, budgeting and student success initiatives.

A first-generation community college graduate, Weber focuses on access, completion and student support systems. He presents nationally on enrollment management and academic advising strategies.

He and his wife, Sasha, enjoy hiking in the Rogue Valley and along the Oregon coast with their dog.

Cass Sinclair holds an MBA and a bachelor’s degree in human communication. Her career spans pharmaceutical sales, public health and nonprofit leadership across Southern Oregon.

She began in cardiovascular pharmaceutical sales with AstraZeneca, earning recognition in the President’s Circle for top national performance. She later worked with the American Cancer Society and served as a quality-of-life manager with the Joint Commission on Cancer in Jackson County, focusing on program development and services across multiple counties.

Sinclair also worked in public health outreach in Jackson County, supporting HIV prevention and harm reduction programs serving underserved populations.

In 2019, she joined Opportunities for Housing, Resources and Assistance (OHRA) in Ashland and became executive director in 2021. Under her leadership, the organization grew from a $240,000 budget to more than $2.6 million in under three years.

She is recognized for leadership in housing stability, health equity and community-based services in Southern Oregon.

Kristin Gaylor has worked at Logos Public Charter School since 2013, supporting early college programming for high school students. She began as coordinator of the Logos Scholars Academy and advanced into leadership roles while completing her education.

She earned a bachelor’s degree in organizational management from Ashford University and a master’s degree in leadership and management from Western Governors University. Her work in early college programs is informed by her own academic journey and the students she serves.

Gaylor currently serves as director of the Logos Scholars Academy, where she helps students prepare for college-level coursework and postsecondary success.

She volunteers with the RCC Foundation scholarship committee and participates in equine events in Eagle Point. She lives in Southern Oregon with her family.

Frank is a graduate of the University of Dayton and previously spent 16 years in finance and banking. Since moving to Southern Oregon in 2011, he has had the privilege of volunteering for several local and exceptional non-profit organizations. After attending an RCC scholarship awards ceremony and RCC scholarship reader dinner in 2012, he realized the importance of the RCC Foundation and the vital role it plays within our community. Frank’s hometown is Louisville, KY and his hobbies include website design and internet marketing for startup and emerging nonprofit organizations. Frank is honored to serve on the Scholarship Committee of the RCC Foundation and look forward to contributing to the future success of our students, the Foundation and Rogue Community College.

Dennis Slattery has been a member of the SOU faculty since 2004.  He teaches accounting in the School of Business.  Before becoming an educator, he owned a small CPA practice and before that he had a career in resort style hotels.  A graduate of SOU, both undergraduate and an MBA, helping others gain a quality educational experience has been a passion for many years.  Dennis has served as an Ashland City Councilor, as a two-term President of the Ashland Chamber and on the SOU Board of Trustees.  He is currently the Faculty Senate Chair.  He also serves on the Ashland Food Bank Board.  Dennis and his best friend and wife, Sandra, are very active community members and value a great deal the volunteer work ethic we are blessed with in this part of the world.  Dennis is excited to join the RCC Foundation Board and to be involved with this wonderful education institution.

Kristin has been a family physician at Siskiyou Community Health Center for nearly two decades where she currently serves as Chief Medical Officer. Originally from Wisconsin, she earned her medical degree from the University of Wisconsin and completed family practice residency in Kansas City, Missouri. During her career she has seen first-hand how changing models of health care delivery have created increasing demand for careers in health care, and the positive impact of a strong community college. Kristin and her husband are the parents of two teenagers and reside in Grants Pass.

Ian Foster is planning director for the City of Jacksonville, Oregon. He earned a bachelor’s degree in history from Linfield College and a master’s degree in community and regional planning from the University of Oregon.

His experience includes legislative work in Oregon, including roles in the Oregon House of Representatives. While at the University of Oregon, he served as a graduate teaching fellow and participated in transportation and community planning initiatives.

Foster is active in regional civic organizations and transportation planning efforts, including the Medford Rogue Rotary Club. His work focuses on land use, transportation and sustainable community development in Southern Oregon.

Mark Gibson is president and chief executive officer of Siskiyou Transportation and Timberland Helicopters, companies providing transportation, utility and aerial services across the western United States.

He holds a degree in diesel technology from Oregon Tech and a bachelor’s degree in business management from Southern Oregon University. Gibson has held leadership roles in industry associations, including the Oregon Trucking Association and Helicopter Association International.

He serves on multiple advisory and policy boards focused on transportation, freight and infrastructure in Oregon. His community service includes leadership roles with regional foundations and nonprofit organizations.

Gibson brings extensive experience in transportation, logistics and workforce development to the RCC Foundation Board.

Jennifer Krauss Phillippi is a certified public accountant and president of Perpetua Forests Company. She grew up in Selma, Oregon, in a family with deep ties to RCC, including relatives who served on early boards and faculty.

She earned a bachelor’s degree from the University of Oregon and began her career with national public accounting firms before returning to lead the family timber business, Rough & Ready Lumber in Cave Junction.

Phillippi has extensive experience in forestry, natural resources and public service, including service on multiple state advisory boards focused on forestry, water resources and economic development. She has also held leadership roles with regional foundations and community organizations.

She is active in the Illinois Valley Rotary Club and remains a strong advocate for community college education and rural workforce development.

Andy Linerud is a franchise owner of Express Employment Professionals in Medford and Grants Pass, where he leads staffing teams connecting local businesses with qualified talent.

He earned a bachelor’s degree in business management with a minor in marketing communication from Southern Oregon University. Before joining Express in 2007, he worked in quality control and safety in the wood products industry in Southern Oregon and Hawaii.

At Express, Linerud has worked closely with RCC students and graduates to support workforce development in the Rogue Valley. He is committed to helping local employers hire skilled employees while expanding career opportunities for students.

Tony Retiz is an accomplished bilingual Human Resources Manager for The Neumann Hotel Group in Ashland, Oregon. A first generation college graduate of California State University, San Marcos, his degree is in Business Administration with an emphasis on Human Resource Management. He has extensive experience in talent acquisition, conflict resolution and performance management.

Tony and his wife and two daughters live in Ashland where he has been active in the community as Co-President of Bellview Elementary PTO and as a member of the Southern Oregon Latino Scholarship Fund.

Juan Rivera is a first-generation RCC graduate who earned associate degrees in general studies and marketing. He also holds certifications in business assistance, business management, business information and customer service.

He has more than 20 years of experience working in academic and public libraries, along with prior experience in clerical, manufacturing and business management roles. Rivera also volunteers with the Northwest Seasonal Workers Association, supporting migrant and agricultural workers in Southern Oregon.

He serves on the RCC Diversity Programming Board, where he supports inclusive programming and community engagement. Rivera is committed to expanding access to higher education and credits RCC staff and faculty with supporting his academic journey.

He brings extensive professional experience and lived perspective to his role on the RCC Foundation Board.

Josh Welch is a Financial Advisor and Partner at the Welch Investment Group, LLC, a locally-owned, investment management firm serving the Rogue Valley since 1996. Along with his involvement with the RCC Foundation, Josh is on the Board of Directors for the Grants Pass Rotary Club and serves on Oregon Community Foundation’s Southern Oregon Leadership Council. Living and owning a business in Southern Oregon, Josh understands that stronger minds lead to stronger communities. Rogue Community College is a wonderful venue to better educate our local residents. As a proud alumni of the University of Oregon, Josh is an avid supporter of the Ducks.

Pat Fahey is a Grants Pass native and graduate of Grants Pass High School. Although he earned an accounting degree from Southern Oregon University, Pat refers to himself as a “garbage man by birth and by choice.” He’s the second generation in his family business, Southern Oregon Sanitation, a garbage company founded in 1948 and now serving more than 25,000 customers in Josephine, Jackson, and Douglas counties. Starting in 1981, Pat worked his way from container washer and route driver to operations manager until he became general manager in 2001, a position he held for the next 15 years. He retired in 2016, but retirement didn’t “take” for him, so later that year he purchased Sutherlin Sanitary Service where he now works as general manager.

Pat has worked on behalf of his community for decades. He’s been a member of Grants Pass Rotary since 1987. He was Troop Scout Master from 1993-2002. He has served on the Rogue Community College advisory board, Grants Pass School Board finance committee, Three Rivers Community Hospital Foundation board, Josephine Community Libraries board, and Josephine County budget committee. In nearly all of these, he has served in leadership positions.

He currently sits on the boards of Southern Oregon Regional Economic Development, Inc. and the Josephine County Library Foundation.

Pat and his wife Sue Mason Fahey have been married since 1979 and they are proud of their three grown children, all of who make up the third generation in the family business. While Pat loves to travel, read, and hike in his spare time, he says he’s having the time of his life at work and in his service to community.
